Man touches teen’s buttock at Missoula fair, faces charges

On August 13, 2022, a Missoula Police Department detective was working overtime at the Missoula County Fair. The detective was standing near the security office with officers from the Missoula County Sheriff’s Office when a 13-year-old woman, Jane Doe, approached with several friends.

Doe told police she had been walking around the fairgrounds when a grown man she knew as Frank Rodriguez walked past her, and as he did, he placed his hand on her right buttock. Rodriguez then turned and looked back at Doe, smiling before continuing. Police officer Lydia Arnold picks up the story.

“The victim recognized Rodrigues because Rodriguez had previously worked in their school cafeteria and had a reputation for staring at the student’s buttocks,” Arnold said. “The investigation involved interviewing witnesses, watching video surveillance and interviewing Rodriguez. During the investigation, detectives were able to place Rodriguez at the fair event, although he initially denied being there.

The detective informed Rodriguez that someone reported hitting them on the butt. Rodriguez replied, “I’ve never touched my kids on the butt,” assuming the detective meant Rodriguez’s kids.

Court documents show that Rodriguez appeared to believe the detective was asking him about a recent CPS report filed alleging that Rodriguez had groped one of his daughters on the buttocks. After further discussion of the scholarship, Rodriguez said, “Well, maybe I was there? But like I said, I can’t remember.”

“Rodriguez even made a comment about how he was ‘running around the fair and hitting girls on the a**’ and then he did this when he was a kid and doesn’t do this behavior anymore,” Arnold said. “During the independent witness hearings, the information provided by the witnesses confirmed what was initially reported. This matter is still under investigation by the Missoula Police Department.”

Rodriguez is currently charged with one sexual assault charge involving a minor. His bail was set at $10,000 and he was released around 4:45 PM on August 22, 2022.

On November 12, 2020, Rodriguez was charged with two aggravated animal cruelty charges after allegedly mutilating and killing two kittens.
